Commission welcomes report of electricity transmission system operators confirming EU preparedness for winter

In its latest report, published today, the European Network for Transmission System Operators for Electricity (ENTSO-E) confirmed the EU is well-prepared in terms of electricity supply for winter 2024-2025, instilling further confidence in Europe’s security of electricity supply.

Main findings of the report include

  • electricity generation capacity, especially solar PV and wind, has expanded further
  • there remains good availability of electricity from thermal power plants, comparable to last winter
  • reservoir levels for hydropower are overall higher than average, largely as a consequence of exceptional rainfall in Europe since early spring
  • gas storage level remain high, reaching 94% on 1 October 2024, exceeding the target of 90% by 1 November

The EU has been supporting Ukraine and Moldova since the start of Russia’s full-scale war in Ukraine. In March 2022, the electricity grid of both countries was successfully connected to that of Continental Europe. Such solidarity preparedness measures are vital in the current context of uncertainty and unpredictability and are vital in guarding against damaging effects of potential attacks on energy infrastructure.

This report, as required under the EU Risk Preparedness Regulation (EU/2019/941) is based on various simulations, using both market-only and non-market resources. The results recorded robust adequacy overall.

While exceptionally adverse weather and operational conditions could apply limited strain in some regions, especially those less connected, such risks can be mitigated with non-market based measures in most cases. The overall supply situation in the EU remains robust.
