Following the signature of the Joint Declaration on energy efficiency financing on 19 December 2023, all 27 EU countries are members to the European Energy Efficiency Financing Coalition. The first call for membership is intended for the participation of financial institutions in the initiative.
Who can apply?
Besides EU countries, public and private financial institutions, such as banks, investment firms, asset managers, and insurance companies, as well as their respective representative associations, can become members, provided they do business in at least 1 EU country.
What are their tasks?
Members are expected to participate in all 3 levels of cooperation of the Coalition
- the General Assembly
- the Expert Platform
- the National Hubs
For the activities of the National Hubs, members may demonstrate interest in participating in the national hubs in the EU countries in which they develop or intend to develop activities in the field of energy efficiency.

Under its 3 different layers, the Coalition will develop specific work to facilitate the mobilisation of private financing for energy efficiency investments.
This includes inter alia creating a framework for cooperation between relevant stakeholders on energy efficiency financing, facilitating the implementation of energy efficiency financial instruments, by working both with public and private solutions and with offer and demand factors, and contributing to policy making, notably in the implementation of the Energy Efficiency Directive and the Energy Performance of Buildings Directive.
In the coming months, the Coalition will develop its Work Programme, together with EU countries and financial institutions joining the initiative in this first call for membership.
At the same time, the Commission is building the Secretariat for the initiative and is working with EU countries for the establishing of the National Hubs. The objective is to have the 3 layers of the Coalition operational in the beginning of 2025.
The Coalition finds its legal basis on Article 30 (7) of the 2023 Energy Efficiency Directive.

This is a document that sets the conditions for financial institutions to join the Coalition. The same way EU countries became members by signing the joint declaration on energy efficiency financing and the European Energy Efficiency Financing Coalition, financial institutions will become members by signing the Statement of Intent.
No. The Statement of Intent is a general document reflecting the goodwill of the institution to deepen its contribution to energy efficiency. The parts of the document that can be edited (e.g. information on the high-level representative and contact points) are duly identified.
When applying for membership, financial institutions are asked to provide to the Commission the name of the high-level representative (i.e., board level individual) that the institution proposes to be present in the General Assemblies. One General Assembly is expected to take place per year.
Additionally, for the daily management of the initiative, the Commission requests that financial institutions appoint 1 person, at operational level, who can follow the activities of the Coalition and be the point of contact between the Commission and the financial institutions for all matters related to the initiative.
In case of need, these contacts may be changed at a later stage.
Currently, the Commission is running a first call for membership only for financial institutions. Other relevant entities in the field of energy efficiency financing will be able to follow the activities of the Coalition. The call for expression of interest for other type of entities will open later in the year.
