EU cooperation on energy issues with ASEAN and other Southeast Asia countries.

The EU works closely with countries in Southeast Asia to develop renewable energy and energy efficiency common projects to support a clean and just energy transition in both regions. This includes potential cooperation on developing a successful hydrogen market and electricity interconnection in Southeast Asia.

Through their engagement on common energy issues, both regions aim at increasing their energy security while further accelerating the deployment of renewables, particularly in the Southeast Asian energy market.

The Association of Southeast Asian Nations

The Association of Southeast Asian Nations (ASEAN) is an intergovernmental organisation aimed primarily at promoting economic growth and regional stability among its members. The 10 member countries are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. Taken together, its 10 member countries have a population of more than 650 million and cover a geographical area of 4.5 million km2.

The EU and the Association of Southeast Asian Nations (ASEAN) have been partners since 1977, with the shared values and principles of a rules-based international order, effective and sustainable multilateralism, as well as free and fair trade. Energy cooperation dates back almost equally as long with several projects and exchanges.

EU ASEAN Energy Dialogue

The EU ASEAN Energy Dialogue was launched at the EU-ASEAN Commemorative Summit on 14 December 2022. It will allow for mutual understanding of policy developments and help each side advance its energy objectives, foster contacts and promote energy transition and integration.

The first EU ASEAN Energy Dialogue took place in Jakarta, Indonesia on 21 June 2023, where the EU Ambassador to ASEAN represented the Commission. The meeting focused on presenting energy policy developments and an exchange of views to establish an indicative work programme focusing on activities in the 3 priority topics

  • regional energy markets
  • development of renewable energy potential
  • energy security

Just energy transition partnerships

The Just Energy Transition Partnership (JETP), is a global collaboration conceived to help emerging economies on their transition away from fossil energy and towards clean energy, in a way that also addresses social issues and economic challenges.

The leaders of the International Partners Group (IPG) including the EU, the United Kingdom, France, Germany, the US, Italy, Canada, Japan, Norway and Denmark, signed on 15 November 2022 a JETP with Indonesia. It will mobilise €19.4 billion to support eligible projects that contribute to the decarbonisation of Indonesia's power system through the development and integration of renewable energy.

On 14 December 2022, a JETP with Vietnam was announced, providing approximately €14.23 billion of public and private financing over the next 3-5 years to support the country’s green transition.
