Working Group 4 - Heating and Cooling (WG4)

WG4 will explore the means and needs for investment in heating and cooling systems and solutions ensuring energy efficiency. WG4 participants will have the opportunity to discuss the benefits and drawbacks of existing financing schemes, barriers to investment as well as the needs for new types of instruments going forward that can more effectively address the risks faced by companies and investors.

Participants will reflect on how to finance heating and cooling solutions for buildings by discussing the revision of major EU pieces of legislation as well as best practices for new innovative solutions.

  • REPowerEU and Member States’ action for doubling yearly pace of deployment of heat pumps
  • Fit-for-55 and the implication of the revision on Energy Performance of Buildings Directive (EPBD)
  • Fit-for-55 and the implication of the revision on Energy Efficiency Directive (EED)
  • Fit-for-55 and the implication of the revision on Renewable Energy Directive (RED II)
  • Fit-for-55 and the implication of the revision of the revision of the Third Energy Package for Gas Regulation
  • Fit-for-55 and the implication of the revision of the EU Emission Trading System (ETS)
  • Prospects of the development of the Social Climate Fund
  • Member States’ comprehensive assessments on heating and cooling (2025)
