Description

The Communication on Energy System Integration point to the need to review the EU regulatory framework for gas markets as laid down by the Gas Directive 2009/73/EC (Directive 2009/73/EC of the European Parliament and of the Council of 13 July 2009 concerning common rules for the internal market in natural gas and repealing Directive 2003/55/EC. OJ L 211, 14.8.2009, p. 94–136) and Regulation 715/2009 (Regulation (EC) No 715/2009 of the European Parliament and of the Council of 13 July 2009 on conditions for access to the natural gas transmission networks and repealing Regulation (EC) No 1775/2005. OJ L 211, 14.8.2009, p. 36–54).

In order to bring forward a concrete proposal, the Commission will need to prepare an impact assessment in line the Guidelines on Better Regulation.

The subject of this call for tenders is providing support to assessing the options for improving market conditions for bio-methane and gas market rules, including quantitatively, by e.g. scenario building to quantitatively access options by using energy modelling tools managed by the Commission in-house (e.g. METIS and PRIMES models) and/or providing modelling capacity provided by the contractor.

Contractors will be required to provide the services in a relatively short time span.

Maximum amount: 139.000 €

Economic operators who do not express their interest before the deadline will not be invited to submit an offer. The latter restriction will not apply to the minimum five economic operators directly invited by the Commission
