Description

Article 20(3) of Regulation (EU) 2019/943 on the internal market for electricity (The Electricity Regulation) requires all Member States with identified adequacy concerns to develop an implementation plan (“Market Reform Plan”). In this plan Member States need to propose how they intend to address the root causes of their adequacy problem with electricity market reforms. The requirement to implement reforms reflects the recognition that markets, if well designed, free of regulatory distortions and sufficiently connected to the EU electricity grid, can provide the right amount and type of capacity to meet demand.

Member States are required to implement their market reforms and issue a yearly progress report. In order to make sure that the reforms are properly implemented, the Commission is required to issue an opinion about the implementation process (Article 20(7) of the Electricity Regulation). This opinion should also include an assessment whether the underlying adequacy concerns in the Member States have been resolved. The subject of this call for tenders is providing support to assessing the implementation of the market reform plans.

Contractors will be required to provide the services in a relatively short time span.

Maximum amount: 60.000 €

Economic operators who do not express their interest before the deadline will not be invited to submit an offer. The latter restriction will not apply to the minimum five economic operators directly invited by the Commission.
