The EU’s efforts towards competitiveness, decarbonisation and security of supply rely on the need for secure and competitive procurement of commodities, products, and materials, which are vital to the EU’s energy system and the green transition.
To support these efforts, the Commission launched on 2 July 2025 the EU Energy and Raw Materials Platform to empower European companies in effectively procuring energy related products and raw materials.
It offers solutions to collect demand, and supply offers from companies and provide aggregation and matchmaking services, potentially leading to joint purchasing for a wide range of energy-related products and strategic raw materials.
The Platform builds on the expertise gained in setting up the first demand aggregation mechanism introduced during the energy crisis, AggregateEU, active in the year 2023-2025 with 189 companies registered.
Objectives
The EU Energy and Raw Materials Platform is an initiative developed for European companies, with the aim to leverage the size and power of the Union market towards more competitiveness for Europe’s industry, security of supply and decarbonisation. It will host different mechanisms covering, at first, hydrogen, raw materials, biomethane, liquified natural gas (LNG) and natural gas.
Other products related to carbon-dioxide emissions can be covered under the platform’s scope of activities in the future.
Platform mechanisms

The Hydrogen Mechanism accelerates the market creation of hydrogen, ammonia, methanol e-natural gas/ e-methane and eSAF in support of decarbonisation of hard-to-abate industry and transport sectors by matching and aggregating demand and supply, informing infrastructure development and linking with the financial solutions.
The Regulation on the internal markets for renewable gas, natural gas and hydrogen (EU/2024/1789) provides the Commission with a mandate to set up and operate the mechanism under the European Hydrogen Bank until 31 December 2029.

The Raw Materials Mechanism helps secure strategic raw materials for the energy transition by supporting business cases of strategic projects and strengthening resilience of supply chains by aggregating demand, connecting off-takers and suppliers, allowing for private coordinated procurement, and linking companies with financial, investment, and storage providers.
The Regulation on critical raw materials (EU/2024/1252) provides the Commission with a mandate to set up and operate the mechanism.

The Gas Mechanism supports security of supply and competitive decarbonisation in the EU through increased supply of biomethane and access to competitively priced natural gas and LNG from global markets.
Based on the Regulation on the internal markets for renewable gas, natural gas and hydrogen (EU/2024/1789), the Commission must establish a mechanism to enable voluntary demand aggregation and joint purchasing of natural gas.
Background
At the request of the European Council, and in line with REPowerEU Plan, the Commission launched the EU Energy Platform in April 2022. The AggregateEU mechanism was launched in April 2023 to match gas demand and supply, whilst increasing transparency and offering new forms of cooperation. AggregateEU been active since April 2023, with 189 companies registered.
The EU Energy and Raw Materials Platform builds on the expertise gained from the previous demand aggregation mechanism.
