Coalition membership

Following the signature of the Joint Declaration on energy efficiency financing in December 2023, all 27 EU countries are members to the European Energy Efficiency Financing Coalition. 

The United Nations Environment Programme Finance Initiative (UNEP FI), a UN-convened network of banks, insurers and investors accelerating sustainable development, is a privileged partner of the Coalition. It will engage in the initiative and ensure synergies with the activities of its members, such as the 

  • Principles for Responsible Banking signatories 
  • members of the Net-Zero Banking Alliance 
  • members of the Net-Zero Asset Owner Alliance 

The European Investment Bank has been continuously working together with the European Commission on energy efficiency financing. It will be a privileged member of the Coalition, participating in all its governance structures.

The European Bank for Reconstruction and Development (EBRD), a former member of the steering committee of the Energy Efficiency Financial Institutions Group, will continue its close cooperation on energy efficiency financing with the European Commission by being active in the Coalition.

Calls for membership

The first Coalition call for membership for financial institutions was open from end of June until end of September 2024. It was directed to public and private financial institutions, such as banks, investment firms, asset managers, and insurance companies, which are authorised to conduct business in the territory of the Union, as well as their respective representative associations. 

This call resulted in 49 institutions being accepted as first members of the Coalition, as indicated in the list below.

As members, they have signed the Statement of Intent for Financial Institutions and are expected to participate in all 3 levels of cooperation of the Coalition: the General Assembly, the Expert Platform and the National Hubs.

A second call for membership for financial institutions and a call for expression of interest for other relevant entities in the field of energy efficiency financing will open in the first quarter of 2025. The Commission will publicise the calls once available.
