The National Building Renovation Plans establish a framework to support the renovation of the national stock of residential and non-residential buildings, both public and private, into a highly energy-efficient and decarbonised building stock by 2050. One of the main objectives is to boost the renovation of existing buildings.
The requirement for EU countries to establish and submit the new building renovation plans is set out in article 3 of the revised Energy Performance of Buildings Directive.

Assessment of the draft plans
The Commission’s assessment report on the first 16 complete draft plans was published on 14 July 2026.
The report, prepared by the Joint Research Centre and the Directorate-General for Energy, assesses the 16 complete draft plans submitted by June 2026, including Austria, Bulgaria, Cyprus, Germany, Denmark, Spain, Finland, France, Croatia, Lithuania, Netherlands, Portugal, Romania, Sweden, Slovenia and the Walloon Region (Belgium).

They are also part of the integrated National Energy and Climate Plans (NECPS) and their progress will be tracked, monitored and assessed through the integrated national NECP Reporting.
National plans and Commission feedback
The plans are listed per country, and the original and English translation of each national plan is available together with the Commission’s feedback on the draft versions submitted. The Commission’s first assessment report, published on 14 July 2026, covered 16 complete draft plans received by June. A second assessment, covering the remaining plans, will follow later in 2026.

Process and timeline
By 31 December 2025, all EU countries had to establish their 1st draft National Building Renovation Plan. Once EU countries submit their draft plans, the Commission assesses them and provides feedback within 6 months. This feedback aims to support EU countries to refine their plan and submit a comprehensive final version by 31 December 2026.
The submission of draft plans must be preceded by a national public consultation to ensure that the plans respond to national needs and take stakeholders’ views into consideration.
The plans must include at least
- an overview of the national building stock for different building types
- a roadmap with nationally established targets for 2030, 2040 and 2050 (including a range of progress indicators)
- an overview of planned policies and measures and
- an outline of the investment needs and financing sources for its implementation.
Annex II of the revised Energy Performance of Buildings Directive establishes a common template for the drafting of these plans. An annotated template and spreadsheet template for data collection have been drafted by the Commission to support and simplify the submission of National Building Renovation Plans. Their use by EU countries is voluntary.
The assessment focuses on the ambition of the draft plans in term of targets, sufficiency and integration of policies and of financial resources to implement the plan. It also comprises a completeness and consistency check with other reporting exercises.
The Commission is working with the EU countries that have not yet submitted their draft plans to ensure that the process is concluded.
National long-term renovation strategies 2014, 2017 and 2020
The strategies for 2014, 2017 and 2020 showed how EU countries planned to foster investment in the renovation of residential and commercial buildings.
The long-term renovation strategies (article 4 of the Energy Performance of Buildings Directive) 2014 (and the update 2017) as well as the 2020 strategies (article 2A of the Energy Performance of Buildings Directive) are available and listed per country in dedicated folders.
With a view to share best practices among EU countries, the Commission developed a Staff Working Document (SWD/2022/375) analysing all the 2020 national long-term renovation strategies. The 2020 strategies and their assessment were a key input to the National Recovery and Resilience Plans, where energy-efficient buildings renovation has a prominent place. They also provided important input to the Renovation Wave for Europe and the subsequent recast of the Energy Performance of Buildings Directive, both part of the European Green Deal.
