With the revised EU energy rules, all EU countries are making one-stop shops available to their citizens and enterprises to provide them with technical and financial information primarily on the energy performance of buildings and on other energy efficiency measures.

They aim to accelerate the uptake of energy efficiency and simplify the renovation journey, making it shorter and easier to manage - with support from experts on identifying cost-effective measures, improving the sustainability and quality of energy renovations and facilitating access to public aid and finance.
They serve as centralised hubs where citizens and enterprises can get comprehensive information and support at all stages of this journey.
They address barriers which might discourage building owners from renovations and encourage to improve the building’s energy performance, and more broadly to adopt energy efficiency measures.
However, the International Union of Property Owners reported in 2025 that only 1 in 10 property owners were aware of one-stop shops in their region or country.
How do I find a one-stop shop?
To help you get started, your energy bill or your energy supplier contract should include the contact details for locating the relevant one-stop shops in your country.
The building’s energy performance certificates (EPCs) will also contain the contact information of the relevant one-stop shop.
The Commission provides assistance for setting up one-stop shops, including targeted financial support through action grants under the LIFE Clean Energy Transition subprogramme.
One of the projects the programme supports, EU-PEERS, runs a European community of one-stop shop practitioners.
In addition, the European Local Energy Assistance (ELENA) Facility, managed by the European Investment Bank on behalf of the Commission, provides grants for technical assistance to support sustainable investment projects.
