Study on the performance of support for electricity from renewable sources granted by means of tendering procedures in the Union 2022

Article 4 (8) of Directive (EU) 2018/2001 (RED II) mandates the European Commission (EC) to assess the performance of renewable support schemes granted through competitive tenders. The objective of this study is to assist the EC in reporting to the European Parliament and to the Council, in line with the following seven performance dimensions defined in Article 4 (8) of Directive (EU) 2018/2001 (RED II): 1. achieve cost reduction, 2. achieve technological improvement, 3. achieve high realisation rates, 4. provide non-discriminatory participation of small actors, where applicable local authorities, 5. limit environmental impact, 6. ensure local acceptability, 7. ensure security of supply and grid integration. The study was separated into three distinct tasks. Task 1 was to propose indicators to measure performance of the auctions, and a methodology for the analysis. Task 2 was to gather data and evidence in relation to the performance dimensions and indicators, while Task 3 was to make a quantitative and qualitative assessment on auction performance using the defined indicators and the gathered data. This report summarizes the work done in the different tasks and associated results. The assessment of European auctions shows that, most of the member states have implemented tender-based renewable electricity support schemes. There are only a few exceptions: Countries such as Austria and the Czech Republic, where there is no clear plan for the implementation of tender based renewable support and the organisation of first auction; and member states such as Sweden where market-based green certificate schemes are applied instead of tenders. It is evident that auctions are very heterogeneous in terms of design across European countries, with respect to technology specificity, prequalification criteria and other relevant characteristics. Therefore, this report argues, that not only the existence of auctions is relevant when the performance of tenders is evaluated, but clear distinctions have to be made, taking into the account relevant design elements.
