Workshop on the revision of the governance of the Energy Union and Climate Action

The European Commission’s Directorates-General for Energy and for Climate Action are hosting a stakeholder workshop on the revision of the Regulation 2018/1999 on the Governance of the Energy Union and Climate Action.

As announced in the Action plan for affordable energy and the 2025 European Commission’s Work Programme, the European Commission plans to present a legislative proposal in Q4 2026 to simplify, strengthen and modernise the Governance Regulation adopted in December 2018. The proposal aims to guide the EU and the Member States in preparing an enabling energy and climate policy framework for the decade ahead, and to support achievement of the long-term objectives of the Paris Agreement. In particular, the revised framework can be better utilised to mobilise the necessary investments for the transition. For this NECPs should evolve into genuine investment plans that efficiently direct public and private funding and outline impactful national reforms for the transition of each sector.

A public consultation was launched on 18 December 2025 and is open for feedback until 12 March 2026. In addition to the consultation, this workshop is a valuable opportunity to exchange views, gather insights and contribute directly to shaping the upcoming revision.

The event will gather representatives from the Commission and other EU institutions, Member States’ delegates as well as other stakeholders(e.g. industry, investors, NGOs, consumer representatives, trade unions, academia) and the contractor supporting the Commission in the impact assessment.

The workshop will be web streamed, even though interventions are only possible for those physically present. Communication with all participants will be conducted through an interactive platform.

    1) NECPs as investment plans

    How can the Governance Regulation be strengthened to contribute to a more stable and predictable investment environment for private investors in the transition?

    • Kick-off: Two 3-minute interventions by selected stakeholders (TBD)

    1. What elements should the future NECPs include to provide the information that effectively mobilises necessary investments?  How can we best provide mid- and long-term investment certainty while keeping the NECPs relevant and up to date?
    2. How can the governance mechanism strengthen credibility and accountability at both EU and national levels? What roleshould Key Performance Indicators play to identify and monitor medium-to-long-term investment requirements and financing sources, at a more granular level than today?

    2) Streamlining and integrated planning (40 min) 

    The Governance Regulation has reduced the administrative burden associated with energy and climate policy obligations by merging and streamlining previously scattered and partly overlapping planning and reporting obligations. However, how could it be further simplified?

    • Kick-off: Two 3-minute interventions by selected stakeholders (TBD)
    • Open floor with guiding questions:
    1. How can the structure and timing of planning and reporting cycles be simplified to provide clearer, more coherent signals to markets (e.g. fewer revisions, better alignment with EU climate and energy milestones, and national budget or investment planning)?
    2. Which requirements under the Governance Regulation could be streamlined or merged without reducing transparency or ambition, and how would this reduce administrative burden for both authorities and investors? Please provide examples of priorities related to planning, reporting and monitoring.

    3) Effective and transparent tracking of progress (40 min) 

    A reliable and transparent governance mechanism is key for ensuring that the Union meets its energy and climate policy goals. A robust monitoring framework can support Member States in implementing their NECPs and help tracking progress towards targets. Fostering collaboration across Member States and sectors, increasing data transparency and setting cross-sector and sector specific performance indicators. Could all these actions facilitate coordination of the energy and climate polices?

    1. How can the Governance Regulation enhance the implementation of the NECPs and ensure adequate monitoring and enable early corrective actions from Member States? For instance, what role could a set of cross-sector and sector-specific performance indicators play in facilitating tracking progress? Are there other best practices that could be implemented from other sectors?
    2. How can the cooperation among Member States and the engagement of stakeholders and investors be strengthened to improve transparency and the provision of high-quality, actionable data?
