
The European Commission’s Directorates-General for Energy and for Climate Action are hosting a stakeholder workshop on the revision of the Regulation 2018/1999 on the Governance of the Energy Union and Climate Action.
As announced in the Action plan for affordable energy and the 2025 European Commission’s Work Programme, the European Commission plans to present a legislative proposal in Q4 2026 to simplify, strengthen and modernise the Governance Regulation adopted in December 2018. The proposal aims to guide the EU and the Member States in preparing an enabling energy and climate policy framework for the decade ahead, and to support achievement of the long-term objectives of the Paris Agreement. In particular, the revised framework can be better utilised to mobilise the necessary investments for the transition. For this NECPs should evolve into genuine investment plans that efficiently direct public and private funding and outline impactful national reforms for the transition of each sector.
A public consultation was launched on 18 December 2025 and is open for feedback until 12 March 2026. In addition to the consultation, this workshop is a valuable opportunity to exchange views, gather insights and contribute directly to shaping the upcoming revision.
The event will gather representatives from the Commission and other EU institutions, Member States’ delegates as well as other stakeholders(e.g. industry, investors, NGOs, consumer representatives, trade unions, academia) and the contractor supporting the Commission in the impact assessment.
The workshop will be web streamed, even though interventions are only possible for those physically present.
