
In the first quarter 2026, the Commission plans to publish its ‘EU Electrification Action Plan’ and ‘EU Heating and Cooling Strategy’, announced in both the Clean Industrial Deal and the Action Plan for Affordable Energy, earlier in 2025.
A public consultation for each of the initiatives is open for feedback (closing 20/11/2025), but in addition, the Commission wishes to gather input from interested associations, non-profit organisations, and industry representatives on the barriers they face in the energy transition and the possible actions needed at European level to accelerate the electrification of industry, buildings and transport and the decarbonisation of the heating and cooling sector.
The 3 first sessions will be dedicated to the electrification in the energy system, in industry and in transport, while the 2 last sessions will discuss heating and cooling. See the agenda below.

Towards an efficient and decarbonised heating and cooling system: improved planning, energy system integration and waste heat recovery
The afternoon session will continue with the discussion on the Heating and Cooling Strategy. The Strategy aims to accelerate sector’s transition to energy efficient heating and cooling systems based on local clean heat sources and technologies, to deliver a more affordable, resilient and secure energy system. This session will focus on system efficiency through planning, networks, waste heat recovery, better system integration of heat and electricity and sustainable cooling including passive cooling measures in planning et deployment.

The last session will focus on barriers and incentives to accelerate the roll out of key clean technology solutions such as heat pumps, geothermal and solar thermal energy and storage, looking into the whole supply chain to make the energy transition affordable for consumers, as well as sustainable solutions for growing cooling needs.
