Reality Check on energy product legislation

This event forms part of the preparatory work for the 2026 omnibus on energy efficient product legislation and follows up on the high-level discussions held during the recent Implementation Dialogue with Commissioner Jørgensen in October 2025. 

The Reality Check aims to gather insights regarding the practical implementation of the EU framework rules, with a focus on energy and tyre labelling. Structured around two sessions (one on implementation/compliance and one on simplification), stakeholders are invited to share insights on any obstacles they might face, as well as good practices and ideas with the goal of identifying areas for improvement and simplification, including for market surveillance. The intention is to ensure that any proposed measures are well-targeted, with a focus on better compliance, while preserving the effectiveness of existing legislation and the framework established by the recently agreed Ecodesign for Sustainable Products Regulation. 

More information on reality checks

Introduced by the Commission’s communication on “A simpler and faster Europe”, reality checks are a new consultation tool, at technical level, focused on ensuring that policy objectives are achieved in a way that minimise administrative burdens for businesses. In these checks, Commission services seek detailed technical feedback from practitioners on the implementation of EU rules, including on measures to make them simpler and facilitate their implementation.

      • Adoption of the Agenda
    • 14:10-14:25  EC presentation on feedback received so far (including input into the implementation reports under the Energy & Tyre Labelling Regulations, the Implementation Dialogue of 14th October 2025 and the Call for Evidence of the Environment Omnibus)
    • 14:25-16:00  Discussion on experiences, obstacles, good practices, possible solutions for better implementation/compliance
      • Improving compliance with labels notably for heating and cooling
      • Clarification of modalities to display the EU tyre label in advertisement and technical documentation
      • Clarification that MSAs are entitled to recover the cost of triple testing from non-compliant supplier
    • 16:00-17:30  Discussion on possible simplification ideas
      • Suppliers’ obligation in the Energy Labelling Regulation to accompany each product with a printed label and obligation to provide printed labels and PIS on dealers’ request
      • Obligation to include both existing and upcoming rescaled label during 4 months /obligation to replace existing labels on product display by rescaled label in 2 weeks under the Energy Labelling Regulation (in shops and online)
      • Obligation to register in EPREL a model no longer placed on the after start of application of a reviewed regulation
      • Possibility of revisiting aspects of the EU tyre label via delegated acts, including simplification of obligation of displaying labels in catalogues, promotional material and online stores
      • Extension of the transition period under Art 79 1)a)i) ESPR for energy-related products (if NOT adopted as part of omnibus IV)
    • 17:30-17:35  Conclusion of the meeting and way forward, including invitation to submit further proposals
