Implementation dialogue on energy efficient product legislation with Commissioner Dan Jørgensen

The Implementation dialogue with Dan Jørgensen, Commissioner for Energy and Housing, will gather various stakeholders in Brussels to discuss energy efficient product legislation.

Products within the scope of the Ecodesign Directive, the Energy Labelling Regulation and  the Tyre Labelling Regulation cover around half of all final energy use in the EU. To date, 30 products are regulated under ecodesign, 15 under energy labelling, and tyres for cars, lorries and buses under tyre labelling. 

Product legislation is single market legislation and helps to address market failures and market barriers to reduce energy consumption while saving money. The EU energy label is a key driver for helping consumers choose more energy efficient products and it encourages manufacturers to innovate and use more efficient technologies. The impacts contribute to achieving the energy efficiency saving target and are in line with the objectives of the Clean Industrial Deal and of the Affordable Energy Action Plan to bring down the cost of electricity and boost competitiveness, affordability, security and sustainability for citizens and businesses. 

Objectives 

The dialogue aims to 

  • take stock of progress (or lack thereof) towards reduced energy use in appliances and the competitiveness of EU industry and identify obstacles and ways to improve, facilitate and accelerate the implementation of existing rules and their simplification
  • explore concrete suggestions to improve the implementation of and simplify ecodesign, energy and tyre labelling rules, including through further digitisation

Themes to be discussed

The dialogue will have two main areas of focus. First, it will consider how the legislation is implemented by businesses (manufacturers, suppliers, importers, retailers….) and how consumers benefit from it. Secondly, it will address market surveillance and whether this is considered adequate by those having to apply the legislation as well as by consumers. 

Participants 

The event will bring together key stakeholders from across the EU, including representatives of companies most affected by the rules, stakeholders contributing to or checking or enforcing their application, addressing the value-chain approach and representatives with other interests that are at play —with careful attention to achieving broad geographical balance and ensuring that perspectives from across the European Union are properly represented.
