Objective of the consultation

The consultation on the list of additional projects in oil and smart grids projects proposed for the PCI label in energy infrastructure was open until 26.06.2017. Regulation (EU) no 347/2013 of the European Parliament and of the Council of 17 April 2013 on guidelines for trans-European energy infrastructure (the TEN-E Regulation; identifies 9 priority corridors and 3 thematic areas and defines a procedure and criteria for a project to become a Project of Common Interest (PCI).

The TEN-E Regulation foresees that the list shall be updated every two years. The first Union-wide list was adopted in October 2013 and the second one in November 2015. The identification of PCIs is based on a regional approach and is carried out by Regional Groups consisting of representatives of competent ministries, national regulatory authorities and the gas and electricity transmission system operators and project promoters, the European Network of Transmission System Operators (ENTSO) for electricity and gas, the Agency for the Cooperation of Energy Regulators and the European Commission.

Project promoters submitted the electricity and gas project proposals for which they wanted to obtain the status of PCI to the Regional Groups for assessment. Regional Groups then evaluated the projects against the general and specific criteria as defined in the Regulation assessing especially the contribution of the projects to market integration, sustainability, security of supply and competition. The Regional Groups decided on the Regional PCI lists in summer 2017.

Each Regional Group had to consult the organisations representing relevant stakeholders including energy producers, distribution system operators, suppliers, consumers and organisations for environmental protection.

The objective of this consultation was to seek your views on the need for a gas or electricity project from an EU energy policy perspective bringing together security of supply, market integration, competition and sustainability.

The published list of projects includes internet links to the proposed projects where more information can be obtained. Additional information on electricity projects can be found on the ENTSO-E website. Additional information on gas projects can be found on the ENTSO-G website.

How to submit your contribution

This public consultation has been closed on 26 June 2017 and it is no longer possible to submit any contribution. The information below is just for reference.

We welcomed contributions from citizens, organisations and public authorities through the online questionnaire (EUSurvey).

Replies were welcome in any official language of the European Union. Given possible delays in translating comments submitted in some languages, contributions in English were welcome, as they help the Commission to process the survey more swiftly.
